Small Enterprise Development Company
SEDCO was created in 1982 specifically to assist small businesses. Designated by the Commonwealth as an Area Loan Organization (ALO), SEDCO offers small business support and administers the Small Business First Fund (SBFF). SBFF provides low interest loans for working capital as well as land, buildings, and equipment for eligible businesses.

This program was formerly known as the Pennsylvania Capital Loan Fund (PCLF).
