BRAC:
Regional Transformation of the CSSC
In May
2005, the State of Maryland received news that the U.S. Department
of Defense's (DoD) 2005 Base Realignment and Closure (BRAC) list
would result in a net gain of 9,293 personnel. In November 2005,
the County Executive's Base Realignment and Closure Planning Advisory
Commission (BPAC) was established to help Harford County respond
to the economic and social opportunities eminent with the BRAC law
that deemed Aberdeen Proving Ground (APG) a predominant gainer with
missions relocating to APG from Ft. Monmouth, NJ; Alexandria, Falls
Church, and Langley, VA; Glen, OH; Redstone, AL, Fort Huachuca,
AZ, and San Antonio, TX.
The Chesapeake
Science and Security Corridor (CSSC) was initiated in December 2005
as a coordinated, multi-jurisdictional response with communication,
information, and planning strategies to meet the challenges
and opportunities presented by BRAC. The CSSC Members and Strategic
Partners seek to accommodate economic growth, and residential and
commercial development.
Baltimore City,
Baltimore County, Harford County and Cecil County, are the Member
Jurisdictions. Aberdeen Proving Ground will participate in an advisory
capacity to the CSSC. The Strategic Partners include: Lancaster
County, PA; York County, PA; New Castle County, DE; the Baltimore
Metropolitan Council; the Greater Baltimore Committee; the Economic
Alliance of Greater Baltimore; and the Wilmington Area Planning
Council.
YCEDC will work
closely with the York County Commissioners and the York County Planning
staff to represent York County's interest in these endeavors. A
conference was held on Wednesday, April 25 to publicly recognize
the regional partnership and address the anticipated changes to
APG.

Sovereign
Bank Stadium Update
The next few weeks will focus on completion of the concourse priority
items. These include seating bowl, restrooms, 1st base concessions,
advertising fence, scoreboard, pressbox and homerun wall. Masons
have increased their staffing in an attempt to complete brick installation
on the front of the building. Next week more windows will be installed
as well as the metal wall panels on the exterior of the second floor.
The steel erectors will be on site setting the steel for the homerun
wall and the advertising fence. Foundations were poured for the
outfield light poles, with the poles expected to be raised next
week.
Crews
have begun to work overtime in an effort to complete areas by June
15th. Many critical items are scheduled to be completed by June
8th, allowing time for cleanup and inspection prior to use. Sod
delivery for the field is expected to begin on June 6th. Much of
the week of June 11th to June 15th will be spent preparing safe
access routes, parking areas and working with the city for inspections.
The completion
date for the project has always been mid-August since the beginning,
and the contractors are doing an amazing job re-adjusting their
phasing of workers so that the Revolution can begin play on the
15th. Eventually, as areas become completed, they will open up
to the fans. Areas such as the skyboxes, the function rooms, the
3rd base concessions, the picnic concessions, the outfield concessions
and restrooms, home team and visiting team clubhouses and team
offices will not be completed until July or August and will be
phased into operation as they are completed.
