BRAC:
Regional Transformation of the CSSC
May 2005,
Maryland received the news that the U.S. Department of Defense's
(DoD) 2005 Base Realignment and Closure (BRAC) list would result
in a net gain of 9,293 personnel. In November 2005, the County Executive's
Base Realignment and Closure Planning Advisory Commission (BPAC)
was established to help Harford County respond to the economic and
social opportunities eminent with the BRAC law that deemed Aberdeen
Proving Ground (APG) a predominant gainer with missions relocating
to APG from Ft. Monmouth, NJ; Alexandria, Falls Church, and Langley,
VA; Glen, OH; Redstone, AL, Fort Huachuca, AZ, and San Antonio,
TX.
The Chesapeake
Science and Security Corridor (CSSC) was initiated in December 2005
as a coordinated, multi-jurisdictional response with communication,
information, and planning strategies to meet the challenges
and opportunities presented by BRAC. The CSSC Members and Strategic
Partners seek to accommodate economic growth, and residential and
commercial development.
Baltimore City,
Baltimore County, Harford County and Cecil County, are the Member
Jurisdictions. Aberdeen Proving Ground will participate in an advisory
capacity to the CSSC. The Strategic Partners include: Lancaster
County, PA; York County, PA; New Castle County, DE; the Baltimore
Metropolitan Council; the Greater Baltimore Committee; the Economic
Alliance of Greater Baltimore; and the Wilmington Area Planning
Council.
YCEDC will work
closely with the York County Commissioners and the York County Planning
staff to represent York's interest in these endeavors. A conference
was held on Wednesday, April 25 to publicly recognize the regional
partnership and address the anticipated changes to APG.
