Commonwealth Financing Authority Approves Loan
The Commonwealth Financing Authority recently approved a $200,000 First Industries- Agriculture loan on behalf of R & S Flinchbaugh to construct a new facility to expand its farmer's market operation. The Small Enterprise Development Company is the conduit for the 2.25%, fifteen year loan. The First Industries loan program is one of the new programs included in Governor Rendell's Economic Stimulus Package.

YCEDC Soliciting Requests for Qualifications for Feasibility Study
The YCEDC is soliciting Requests for Qualifications (rfq) for a consultant to perform a feasibility study for the proposed Tech Park.

The Scope of Services will consist of all work tasks required to determine the market support for the development of a Research & Technology Park adjacent to the West Campus of York College.

The consultant will consider a mixed-use, phased project that will include, but not be limited to research and development activities, laboratory spaces, business incubation, business support retail, housing (low to high density), office/commercial and light industrial uses.

Market research will include surveys and inventories of similar projects in the region and nationwide in similar cities, analysis of current and evolving market conditions and the projection of anticipated levels of future development activity. These data and analyses will set the stage for the targeting of uses and phasing of the project area.

The final report will include a development strategy for the subject properties as well as a full narrative description of the Highest & Best Use analyses and preliminary project area design renderings of potential development phases.

The YCEDC offices will close at noon on Friday, December 23rd and reopen at 8:30am on Wednesday, December 28th.

The offices will also close for the New Year holiday at noon on Friday, December 30th and reopen at 8:30am on Tuesday, January 3rd.

NutriCore NorthEast Holds 3rd Annual Stakeholders Meeting
The 3rd Annual Meeting of NutriCore NorthEast, Inc.'s Stakeholders & Invited Guests was held on December 8 at the Manufacturers' Association of South Central PA.

The meeting was hosted by Darrell Auterson, NutriCore & YCEDC President, who also delivered a brief overview of the three year old Center of Excellence. "We're pleased with the progress of NutriCore here in the northeast and now that the York Center of Excellence

has been designated as the National Headquarters, we intend to have a greater impact on a national level," stated Mr. Auterson.

Presenters on the program included Michael Smeltzer, Executive Director of MASCPA, Alan Cotich, Project Coordinator for NutriCore, Prof. Bob Beelman and Joy Dubost, Food science researchers from Penn State University-University Park, and Prof. Bob Farrell, Molecular Biologist from Penn State University-York.

The featured speaker was Dr. Virginia Stallings. Dr. Stallings is the Director of the Nutrition Center and Deputy Director of the Joseph Stokes Research Institute at The Children's Hospital of Philadelphia, and recipient of a $44,000 grant from NutriCore NorthEast earlier this year. An attending physician in the hospital's Division of Gastroenterology and Nutrition, she holds the Jean Cortner Endowed Chair in Pediatric Gastroenterology. She also is a Professor of Pediatrics at the University of Pennsylvania School of Medicine, and in October of this year she was elected to the National Academy of Sciences' Institute of Medicine (IOM). The IOM released a report on the obesity "crisis" in America and Dr. Stallings reviewed the findings of most significance to the food industry.

In addition to progress reports on the sponsored research that has totaled over $150,000 in the past two years, the meeting was highlighted by national recognition of NutriCore's progress and achievements with an $87,000 appropriation for nutrition research in the Federal Budget for FY2006, a level almost double the current year's funding.

The York County Industrial Development Authority will hold its regular 2006 board meetings at 8:45am on the first Tuesday of every month. In the event that business needs to be conducted, a second monthly meeting may be scheduled for the third Tuesday of any month.
